HealthCARE Express Pain Management is home of the WOWZA customer service experience! We opened our doors in 2014 as a physician owned and locally run establishment. We pride ourselves on operating like a hometown family doctor office, though we have locations in multiple states. We have a passion for serving each community.

Meet our Team

HealthCARE Interventional Pain Management doctor - team member

Obinna C. Emechebe


Obinna C. Emechebe, M.D., joined the Interventional Pain Management group at HealthCARE Express in Texarkana, Texas in mid-August 2015. Dr. Emechebe (often called “Dr. Eme”) is currently finishing up his interventional pain management fellowship at The University of Texas Southwestern Medical Center in Dallas, Texas. He grew up in Chicago and received his doctorate of medicine degree from The University of Illinois at Chicago, College of Medicine. He then completed his residency training in the field of Anesthesiology at Tufts Medical Center in Boston, Massachusetts. Dr. Emechebe has special interests in the area of utilizing neuro-modulation in its various forms for the management of chronic pain, while also incorporating the other interventional pain procedures listed below (as indicated) in his treatment plan to decrease pain, increase functionality, and improve patient’s quality of life. His goal is to help his patients do those things that make living worthwhile with as little interruption from pain as possible. In his free time, Dr. Emechebe enjoys spending time with his family, attending church-related activities, and playing various sports.

Breann Horner FNP


Breann Horner started her career as an FNP in pain management at HealthCARE Express on March 31, 2015. She received her Master’s Degree of Nursing from the University of South Alabama in December of 2014. She is a Board Certified Nurse Practitioner. For the past three years, she has worked as a Registered Nurse in the Intensive Care Unit at Christus St. Michaels, and Wadley Regional Medical Center for the prior two years in their Intensive Care Unit. She was born and raised in Texarkana, TX, with family in Hooks, TX. Breann married her high school sweetheart Bo in 2010. Her special interests are spending time with her family, reading, watching movies, and traveling. She plans to continue learning about the specialty of pain management, and helping her patients to the best of her ability to improve their quality of life.

Tonya Traylor


Tonya worked as a charge at the University of Texas, Medical Branch at Telford prison for 10 years. She has also worked at Christus St. Michaels for a total of 10 years, received extensive training and experience as palliative care/pain management FNP, and recently joined the HCE pain management in May 2016. She grew up in Hooks, TX, as one of eight children. She has three children and one granddaughter. She has lived in Wake Village, TX, for the past 10 years. Her passion is continual learning, giving people back their quality of life, and taking on an interventional approach to effective pain control. She is currently enrolled in the doctoral program at University of Texas, Tyler, which will allow her to be continually educated in the process of effective pain management.

Tracy Foltz


Tracy Foltz, FNP-C joined HealthCare Express Pain Management team in October, 2016. She is a Board Certified Nurse Practitioner through the American Academy of Nurse Practitioners. She received her Master’s Degree of Science in Nursing from Walden University in November of 2015. She initially worked at HealthCare Express in Urgent Care before joining the Pain Management team. For the last ten years, she worked for CHRISTUS St. Michael Health System in a nursing role. Additionally, she has ten years in pharmaceutical sales and various nursing roles. She enjoys attending medical conferences and gaining new knowledge in the area of pain management to help her provide excellent care to her patients. She grew up in a small town, Ore City, Texas, but moved to Texarkana in 2000. She is married to Steven Foltz. She has three grown sons and 3 grand children. She enjoys spending time with them and is quick to share photos. Additionally, she loves cooking and hanging out at home with Steven and her dog Sadie.
