Drug and Alcohol Clearing House - HCE Occupational Medicine

The Federal Motor Carrier Safety Administration’s Drug & Alcohol Clearinghouse goes into effect on January 6, 2020. The Clearinghouse is a secure online database that gives employers and other authorized users information about commercial driver’s licenses and allows permit holders access to information needed to make informed safety decisions.

Beginning January 6, 2020 employers will be able to report drug and alcohol violations, return-to-duty test results, successful completion of a driver's follow-up testing, and conduct queries to check prospective employees that are prohibited from performing safety-sensitive functions. Employers are required to query all current safety-sensitive employees at least annually and check all prospective new drivers before hiring.

All employers that have a USDOT number must register with the Clearinghouse. They can designate a Consortium/Third Party Administrator to access the Clearinghouse on their behalf and send invitations to other employees who wish to have access to the Clearinghouse. Employers will have to pay a fee for queries for current and prospective employees' drug and alcohol program violations.
